ANTITRUST STATEMENT

As participants in this meeting, we need to be mindful of the constraints of antitrust laws. There shall be no discussions of agreements or concerted actions that may restrain competition. This prohibition includes the exchange of information concerning individual prices, rates, coverages, market practices, claims settlement practices, or any other competitive aspect of an individual company’s operation. Each participant is obligated to speak up immediately for the purpose of preventing any discussion falling outside these bounds.

  • Brief Update

    • In the last meeting, it was decided that ADAS features were complete for this time, we know that ADAS will be changing and we will need to revisit, but at this time we are moving to the next priority.

    • Telematics is the next priority and Chuck Olsen shared a document last week on OEM Telematics

  • Telematics

    • The OEM document that Chuck shared has different OEM and the names of the Telematic systems that they use, along with when they were introduced and some of the key features.

    • The information was added to the Telematics OEM section on the https://cieca.atlassian.net/l/c/9y5mp4GW page.

      • In the meeting we added MercedesMe/MercedesMeConnect which replaced the mbrace system in 2017

    • We reviewed 2 webpages that discussed Telematics in the Vehicle Industry

    • Telematics Categories were listed in the Vehicle Telematics webpage

        • Enhanced Automatic Crash Notification (E-Can) that collect data from sensors to analyze the extent of damage done to the vehicle and assess the likelihood of severe injury to passengers.

        • GeoFencing, mostly used on commercial fleets.

    • What Data is needed for each category and for each of the segments of the Collision Industry?

      • The repairer needs to know what types of telematics are on the car so they can identify if the systems will cause a bad scan read, be able to identify any features that need to be turned off and to help customer satisfaction by explaining to the customer the messages or impacts the telematics may have during the repair process.

      • The Dongle telematics uses the OBD port that the scan tools use, so it will be unplugged before the scan is ran.

      • The Fleet and any hard wired telematics to the vehicle may cause issues with the scan that the repairer would be unaware of.

    • Demo of Nissan App

      • When the repair shop uses the scan tool, the user can receive a notification that the vehicle is being maintenance

      • The user can set up alerts for the phone to be notified if the vehicle is driven over a certain speed, be alerted if the vehicle leaves a boundary.

      • The user can see the vehicle on a map to be able to identify where the vehicle is located.

      • Users can auto lock and auto start vehicle from the app

      • Users are notified of Maintenance needed for the vehicle.

    • Ford has introduced a service where the owner of a Ford can give permission to a garage to get the diagnostic data of the vehicle to help the shop plan for maintenance visits and scheduling.

      • The garage will send an email with a code to the owner, the owner can use this code to give the shop access to the vehicle data.

      • The App will ping a vehicle and log the DTC codes and maintenance with Date/Time and Odometer reading with users of the Ford Connected Car.

    • Other OEM’s may provide similar garage monitoring and it was announced that GM OnStar will provide insurance in all 50 states.

    • The OEM Telematics and the data shared in different areas for User Experience will vary and not be as detailed as the SCAN tool that is created for the garage and repairer.

    • Telematics is a tool for the Vehicle Owner/user is responsible for what telematics they use because there is normally a subscription and there is not a high acceptance of these services from the owners.

    • Leaving a key fob in a vehicle could drain the battery. This is due to the vehicle recognizing the key fob is close to the vehicle and being in a ready to start. For even the EV vehicle, the key recognition can drain both the smaller battery and the high voltage battery because it feeds the small battery.

    • Items Repairs need to be aware of

      • on EV car the car can notify the owner/user when the battery is low or unplugged, so if you are working on a car it may notify the user.

      • Any telematics that allows the users to turn a vehicle on or lock the doors should be turned off.

        • Some vehicles have it built in that they will not lock or turn on if a door or hood is open,

        • Some vehicles will recognize the surroundings and not turn on if they are in a garage or close to a wall.

      • Some OEM have Service Mode or unplug instructions

        • Service mode will not allow the car to drive over a certain speed and turn off telematics such as auto start.

    • Repairer should always ask what telematics are on the vehicle and what they subscribe too, this way the repairer will know if they need to look up the OEM Repair procedures to deactivate devices.

    • Aftermarket telematics are normally a dongle or phone app.

    • Fleet and some aftermarket telematics may use hard wired systems inside the vehicle.

    • Insurance customers are moving more towards the phone app because they are better than the dongle.

    • Vehicle Crash Notification is on some vehicles and this must be turned off for the vehicle to return to normal status and to log any future collisions.

      • Nissan and GM have this notification that must be cleared after an accident.

    • Services of Caution to the industry

      • From first responders to repairers, we need to know the status of the vehicle and is it safe. This is more relevant with EV vehicles but does impact telematics.

      • Do we need a checklist and does this committee work on the checklist and turn it over to CIC or do we just look at the data.

        • Creating a checklist will help identify the data that is needed to be shared.

      • Items for checklist Pre repair

        • Check with owner for subscriptions

        • Ask if there are any hardwired telematics

        • Ask if there is any transceivers or hardwired devices on the vehicle

        • Turn off Remote Start or move car into a safety repair state.

        • Turn off Battery

      • Do shops need RF blocking bags or key storage outside of vehicle to prevent key recognition?

      • Items for checklist Post Repair/final delivery checklist

        • Need a checklist to identify anything that was turned off is turned back on before return to the owner.

      • Checklist will need to be generic to work across different OEM and aftermarket telematics.

        • ICAR had a good checklist for the EV vehicle to work with the battery and state of the car, maybe look at this to see if we can build off this list.

    • Up Next/Homework

      • Frank is going to work on completing the OEM and the telematics systems that they use.

      • If anyone has features of Telematics or information to share, please sent the information to Paulette and she will compose all the data for the next meeting.

        • For Example OnStar Subscriptions allow Auto Lock, Auto Start for the phone. OnStar recognizes and sends alert to user for maintenance or low tire or oil needing to be changed, location services, etc.

      • It may be good for CIECA to provide the URL link about the telematics to the repairer, so if anyone knows of the links to discuss the telematics and how to turn them on or off during maintenance, please share.

        • If we can not find URL, we will use links provided in the public domain.
