ANTITRUST STATEMENT

As participants in this meeting, we need to be mindful of the constraints of antitrust laws. There shall be no discussions of agreements or concerted actions that may restrain competition. This prohibition includes the exchange of information concerning individual prices, rates, coverages, market practices, claims settlement practices, or any other competitive aspect of an individual company’s operation. Each participant is obligated to speak up immediately for the purpose of preventing any discussion falling outside these bounds.

  • Intro to CIECA

    • CIECA is a nonprofit Industry association created to develop a common language for computer systems to communicate efficiently.

    • CIECA does not develop or sale software

    • CIECA develops standards that member companies from all segments of the Collision Industry can exchange information electronically.

  • Background

    • Calibration Committee originated in January 2019 to define business workflows and information related to the calibration of vehicles, specifically ADAS and calibration requirements that are passing between parties as it related to the collision repair and related industries.

    • The goal of the committee is to develop and maintain messaging standards and codes aimed at calibration and the documentation of those procedures.

    • July 2020 the Calibration Committee had produced new workflows, Business Use Cases for Calibration and Scan in the Estimate and Repair Order(s) BMS Messages, and XML test instances and shared with the industry. The Calibration Committee was placed in maintenance mode at this time.

    • In the last several months industry leaders have reached out to CIECA looking for a solution to get more detailed itemized information through to the invoice. After review of the new request and requirements, it was determined that we needed to kick off the Calibration Committee again.

  • Objective

    • The committee’s objective is to review the workflows, BMS messages and data, code list and determine the new data that needs to be shared to reduce pain points the industry is experiencing.

  • Committee Brainstorm (Look at industry pain points, objectives and scope and priority)

    • Chuck Olsen requested that we get more of the calibration information into the invoice.

    • Other Industry leaders have reached out to request the data be shared with invoice.

    • We discussed with the CIECA SAB and CIECA Board and decided it would be best to activate the committee to see what new things the industry needed.

    • We have made great progress with awareness around calibrations, but we need to focus on the importance of proper calibration and the prerequisites to do a proper calibration.

    • Need supporting documentation through the industry to provide the information to verify correct placement of targets, looking up factory repair information.

    • Screenshots indicating successful calibration.

    • In the previous workflow for calibration, there were areas that were touched on a high level, but now we have been using these systems and can get more detailed.

    • CIECA needs a standard on how to document the calibration was done correctly from a liability standpoint.

      • Vehicle prep such as fuel tank was full and tire pressure was correct; need shops to photo for correct repair

      • Stall prep

      • Sublet questions for other vendors to make sure they are doing it correct.

        • How can we say they are a certified sublet shop

      • Guided steps through the photo documentation to verify the correct.

    • We need more than one line on an invoice stating that a calibration was complete, it needs more information and supporting documentation.

    • OE Involvement is critical to help with the OEM Repair procedures to state what needs to be calibrated and remove the technicians digging through instructions to determine what calibrations should be done.

      • OE does have clear instructions on if a vehicle has a certain technology, this needs to be done. The different technologies on different models makes it not as simple, but it is normally there.

      • 1 in 5 Calibrations fail, we could use more diagnostic help from OEMs for troubleshooting.

      • OE information is there, but it is different format and hard to find.

    • Technicians need to follow the correct set conditions on things like test driving with the correct speed.

    • Understanding aiming and calibration is different terminology

    • Pre and Post Scan is not calibration, you are looking to see if there is a problem and not a calibration.

    • A lot of these systems will tell you they are functioning, but they do not know they are not working properly. This is like headlight is working, but it doesn’t know if it is pointing up into the trees.

    • DTC is not there to be cleared; they are there to help find the issue.

    • Vehicle History File for the Repair is needed.

  • Shops getting paid and billing refinement

    • Things being the wrong thing (Scanning, diagnostics or calibration)

    • Sometimes a vehicle may need one calibration and others may need 5

    • Calibration and what components are being calibrated.

      • We calibrate a component

      • A component can be part of many systems in a vehicle.

    • Predetermined labor times for different types of vehicles.

    • Have it this part is damaged or needing replaced, these are the calibration that needs to be completed.

  • As an industry we need to set the standard of what is the right thing to do. This means as an industry that we agree these items should be done and at that point, that means it will be approved for payment.

    • Documentation of what needs to be done based on manufacturer system, how it needs to be done, and what was done.

  • Regulatory changes

    • Most of these systems are not required on vehicle, so they are just options on a vehicle.

    • As soon as these systems are required on a vehicle, there will be regulations

    • State level regulations are in place for after glass installation for some states

  • Meeting Occurrence

    • Once a month until Q1 and we can evaluate
