Scope & Objectives
The Total Loss Committee will focus on the potential and process of:
Determine the benefits to all industry segments
Provide industry definitions (including questions and answers) and process flows
Develop a standard format for data communications
Establishing relationships to existing data elements
Developing a business workflow and providing industry definitions for all entities involved in this process
Developing new message types, code lists and/or fields (as needed) to facilitate Disposition Messages
Integrating messages to include all aspects of the total loss valuation process to facilitate the disposition of salvage vehicles.
Establishing Motor Vehicle Title Implementation Guide(s)
Develop Total Loss reporting to entities requiring this reporting and coordinate standards development with other industry organizations (e.g., NMVTIS, NICB, ISO)
Develop Total Loss valuation standards that integrate with other collision industry segments (e.g., CIECA Salvage, Title, Recycled Parts and Inventory Committees)
Develop industry accepted terminology with regard to cycle time in the Total Loss process
Operating Guidelines
To incorporate all potential business entities in the business processes
To work with the group to respond to group goals and timelines
To provide an open working relationship with the Committee within the antitrust guidelines
Background
The purpose of this committee is to define business information passing between parties as it relates to the collision repair and related industries. We are asking for responses and feedback from the industry at-large relative to the work the committee has done to date, and to emphasize the importance of continued work in this area.
The first objective will be to develop a single focus of the committee’s scope, objectives and goals. It is evident that a framework has already begun that can drive future progress, and success will be dependent upon an expanded active participation.
The objective of the Total Loss Committee is organized to define industry-wide standards to improve and streamline the Total Loss process, from the identification of the vehicle being a total loss through the final settlement with all appropriate parties, excluding the financial exchanges.
The Salvage Committee has included the salvage disposition process. The Total Loss process generally involves identification of the potential total loss, submission for valuation of the vehicle, receipt of the valuation, and settlement with the vehicle owner. Also included is the disposition of salvage and total loss reporting which will be coordinated with the Salvage Committee.
Traditionally, all communication between Insurance Companies, Information Providers, Adjustors (person who manages the claim settlement), Estimators (Appraisers, person who appraises damage and writes the estimate; staff, independent, body shop, etc.), Salvors, and Vehicle Owners (fleet, etc.) has been done via phone or fax, through websites, or through proprietary and non-proprietary interfaces.
The emphasis is to improve customer service in the repair process, being stressed by all segments of the industry.
Mission
CIECA’s Motor Vehicle Title Committee’s goal is to develop and maintain messaging standards and codes aimed at shortening total loss cycle time, make the process more efficient, and reduce the perceived risks by facilitating the electronic transfer of transaction information between all parties.
All business needs will be identified to enable electronic communication within the total loss process. This development created the tools for participants to enable bi-directional communication of data and messaging capability between all parties.
Business needs have been identified to enable the valuation requestors and valuation provider’s activities to move electronically between parties. Having standards, enables the disposition process to incorporate awareness of business partners’ services.
All providers demand a more efficient and convenient total loss process. Setting standards is an important step toward this goal.
