ANTITRUST STATEMENT

As participants in this meeting, we need to be mindful of the constraints of antitrust laws. There shall be no discussions of agreements or concerted actions that may restrain competition. This prohibition includes the exchange of information concerning individual prices, rates, coverages, market practices, claims settlement practices, or any other competitive aspect of an individual company’s operation. Each participant is obligated to speak up immediately for the purpose of preventing any discussion falling outside these bounds.

Salvage Committee Membership

Salvage Committee participation is open to both members of CIECA and Non members of CIECA.

Membership within Salvage Committee is granted after attending two consecutive meetings and 50% of the scheduled meetings after membership is established.

Membership is granted to the individual, not an organization.  

All approval decisions are made openly and on a consensus basis.  Consensus requires that all views and objections be openly and honestly considered, and that a concerted effort be made toward resolution.  The group will agree collectively on recognizing different positions.

Background

The purpose of this committee is to define business information passing between parties as it relates to the collision repair and related industries.  We are asking for responses and feedback from the industry at-large relative to the work the committee has done to date, and to emphasize the importance of continued work in this area. 

The first objective will be to develop a single focus of the committee’s scope, objectives and goals.  It is evident that a framework has already begun that can drive future progress, and success will be dependent upon an expanded active participation.

Background

Disposition process is defined as services for the transfer of a vehicle from the salvage provider to a third party, mainly facilitated through a salvor’s auction process. For example, an insurance company’s total loss vehicle assigned to a salvor where it will move through the auction process , and sold to a salvage buyer. 

The objective of the CIECA Salvage Committee is to define industry-wide standards to improve and streamline the vehicle disposition process.  The vehicle disposition process generally involves the segment of the claims settlement process which starts when a vehicle has been declared a total loss up to the sale or disposal of the totaled vehicle.  However, not all vehicles that progress through the auctions are total loss vehicles. 

Traditionally, all communication between Salvage Providers (e.g., insurers, rental car companies, fleet management companies), Salvage Vendors (e.g., salvage pools, partner affiliates, online auction companies), and Information Providers; has been done via phone or fax or e-mail or through proprietary interfaces, and websites. 

The emphasis is to develop standardized processes, improve customer service and efficiencies that reduce expenses in the disposition process, being stressed by all segments of the industry. Disposition Committee was originally named Salvage Committee, but to align the CIECA Committees up with the CIECA Products, the name has been changed.

Mission

CIECA’s Salvage Committee’s goal is to help shorten vehicle acquisition and disposition cycle time, make the process more efficient, and reduce the perceived risks by facilitating the electronic transfer of transaction information between all parties.     

All business needs will be identified that will enable electronic communication within the disposition process between all parties involved. This development is to create the tools to enable bi-directional communication of data and messaging capability between all parties.  

Both salvors and salvage providers demand a more efficient and convenient process for the disposition of vehicles. Setting industry developed CIECA standards is an important step toward this goal.
